Implement the state-owned asset management policies, guidelines, and decisions of the university, and formulate relevant internal regulations and rules for the College.
Maintain the College's general asset ledger and the full-lifecycle asset management platform; conduct asset inventory, audit, performance assessment, and data collection, statistical reporting, and information submission.
Manage the College's asset acceptance, registration, valuation, inventory, physical count, and disposal processes.
Carry out the verification of public space usage rights, and manage the allocation, adjustment, and fee collection for public spaces used for research, teaching, and administrative purposes.
Oversee the full lifecycle of assets including instruments and equipment, furniture, uniforms and bedding, and display items—covering title registration, configuration justification, procurement approval, acceptance and entry, reallocation and transfer, scrap approval, and disposal.
Manage the College's official-use vehicles, including vehicle registration, procurement review, transfer, maintenance, annual inspection, and disposal filing.
Assist higher authorities in managing intangible assets such as the university's reputation and brand; review, file, and supervise applications for the use of the university's name and logo.
Implement the policies, guidelines, and regulations issued by the university's competent authorities concerning laboratory work; formulate internal rules for laboratory construction and management.
Plan and organize laboratory layout and special project applications; improve basic laboratory conditions and promote standardization in laboratory construction.
Build and manage the College's laboratory technical team; collaborate with relevant departments to determine staffing levels, provide training, facilitate appointment and promotion, conduct performance evaluations, and implement rewards and disciplinary measures for laboratory technical personnel.
Organize and coordinate the filing, evaluation, and assessment of the College's laboratories (including shared platforms); manage the initiation and outcomes of laboratory technical projects; oversee the use of laboratory materials, protective supplies, and nutritional health allowances.
Manage the open sharing of instruments and equipment; organize performance evaluation of equipment use; coordinate equipment maintenance and repair; and collaborate with relevant departments to plan equipment procurement.
Maintain the laboratory-related information systems and data; compile, analyze, and report basic laboratory data and statistics.
Conduct laboratory safety education, training, promotion, and inspections; oversee the technical safety of electromechanical and special equipment in all laboratories.
Coordinate and guide environmental protection efforts across laboratories; supervise the management of water, air, noise, and solid waste pollutants, as well as related environmental renovation and improvement projects; oversee radiation management and the disposal of hazardous experimental waste.
Maintain communication and coordination with relevant higher authorities and local government departments within the scope of work, ensuring effective liaison channels.
